2. Opening Ceremonies: Salute to the Colors and Opening Prayer
3. Guests: Dennis Welzien, Mike Schwartz, John Manzara, Tom Kaiser. New transfers from Chapter 17 are: Richard Small, Eddie Hall, and Robert Serge.

5. Appointment of Paul Scott as new Sergeant-at-Arms. Bob Lough made a motion to approve Paul’s appointment to the Chapter. Motion seconded by Tony Pinkard. Motion approved and passed by the Chapter members.

8. Committee Reports:
A. Agent Orange: Fred Hagenbeek, Chair -- Fred and Andy LeDuc trying to get a meeting before October. No date set as yet.
Trying to get Agent Orange information out to the veterans that might have been exposed. Main interest is getting information to children and grandchildren of the possibility of them having Agent Orange related effects.
Pat Sakurai and Neil Johnson volunteered for the Agent Orange Committee.
B. Benevolence/Cemetery: Don Sacco, Chair -- Reminder of interment services every Thursday morning at 8:40 a.m. for the indigent veterans at the Veterans Cemetery. All members encouraged to attend and honor those individuals who are being forgotten.
Plaque lists the names of the indigent Vietnam veterans buried out at the Veterans Memorial Cemetery in order to honor them by putting their names on the plaque.
A dedication ceremony was held at the Veterans Cemetery for the VVA Chapter 1076 plaque.
Every other month VVA 17 & 1076 conduct the services at the cemetery with the Patriot Guard; on the odd months the Women Veterans of Nevada conduct the ceremonies.
C. Budget: David Hugus, Chair -- The updated budget from the February Treasurer’s report finalizes the Budget for 2014-2015. The Chapter had an emergency request from Thank-a-Vet. The veteran needed rent assistance this month in the sum of $670. We donated that amount to Thank-a-Vet to assist on this request.
The approved expenses in the amount of $2,000 for the U S Vets Stand-Down has been mailed and the sum of $250 for buying ten tickets to the NASCAR race to be distributed to veterans by the racetrack has been allocated.
D. By-Laws: David Hugus, Chair -- By-law questions: Can one year and two year terms be applied individually to each position or is it a blanket one year/two year term for all officer. Article 3 Section 6B states: All such officers so elected shall hold office for a term of one year unless the Chapter by resolution of the membership at least 60 days prior to the election shall have determined that ALL such officers shall serve a term of two years. Everybody serves one year or everybody serves 2 years. It cannot be split.
At a Board of Director’s meeting, a member asked if it was possible to skip a meeting during the hot part of the year or during the high vacation part of the year. The National and Chapter By-Laws have identical wording on this subject. National By-Laws Article 3 Section 4 and our by-laws Article 5A both read that regular meetings of the Chapter shall be held on such a date as shall be determined by the Board of Directors of the Chapter and announced to the members at a Chapter meeting or by notice to the members at least 10 days prior to the meeting. There is no requirement to have a certain number of meetings each year. The scheduling of the regular meeting is at the discretion of the Board of Directors.
E. Election: David Hugus, Chair -- According to National By-Laws our elections have to be held in April of each year. Known nominees must be announced 30 days prior to election. There are three Directors to be elected in April – one for a 1 year term; one for a 2 year term; one for a 3 year term. Nominees announced: Cal Haggen for 3 years (his current position); Neil Johnson for a 2 year position; and Mitch Roach for a 1 year position. Nominations are still open and will be between now and the election. Nominations also will be taken from the floor the night of the election.
F. Fundraising: Pat Sakurai, Chair -- Smith’s stores at Valle Verde and Green Valley Parkway confirmed for March 27-29, 2015. Sent e-mails to stores on February 23, 2015. He spoke to store managers at both locations. Pat will have next locations pinned down soon.
Vietnam Veteran’s Day – Two Smith’s grocery stores at Green Valley and Valle Verde. No progress on further stores for the future.
John Scaduto mentioned doing fundraising at Von’s supermarket on Horizon Ridge and Horizon Parkway. More information needed.
Eugene Palmer volunteered to become member of Fundraising Committee.
G. Gun Shows: Neil Johnson, Chair: -- The South Point Gun Show on February 14-15, 2015, resulted in donations of $82.00 and seven (7) new possible candidates. The Cashman Gun Show on 7-8 March, 2015, resulted in donations of $163.00 and with four (4) new possible candidates. A dealer at the gun show offered $18.00 for our $1.00 silver certificate.
There is a gun show in Henderson and gun show at the Riviera in January.
Al Lopez and Fred Hagenbeek appointed to the Gun Show Committee.
H. Historian: Fred Hagenbeek, Chair -- Fred purchased a scrapbook and filler sheets for noteworthy Chapter memorabilia. Reimbursed Fred $16.19 for scrapbook. He also requested individual biographies be sent to him.
I. Parade: Eugene Palmer, Chair -- Parades we usually participate in are: St. Patrick’s Day, Veteran’s Day, and the Heritage Day Parade. Jack Constantine and Cal Haggen volunteered to serve on the Parade Committee.
J. Public Affairs: Lou Rothenstein, Chair -- Nothing to report at this time. Lou absent.
K. Special Events: Bob Lough, Chair -- Special events coming up are:
March 17, at 6:00 p.m., City of Henderson is presenting Chapter 1076 with Vietnam Veteran’s Day proclamation. All members invited to attend. Uniform is black pants and shirt. Location is: 241 Water Street, City Hall, Henderson.
March 26, at 2:00 p.m., Chapter 1076 to present a check for Veterans Treatment Court.
Two events on April 18: Heritage day parade, downtown Henderson and “One Hero At A Time” in Mesquite, NV. Further information on Mesquite at April meeting.
Pizza Party April 16 at 2:00 p.m. at Veteran’s Home in Boulder City.
Staging for St. Patrick’s Day Parade will be at Section C (Entry #102), at the intersection of Ocean Street and Water Street Meet at 9:00 a.m. and parade starts at 10:00 a.m. Parade includes family members as well. Booth setup is 7:00 – 9:00 a.m. on Saturday inside Convention Center.
L. State Delegate Daniel Bounds: -- VVA State Report: Things went well for the Chapter at the State meeting. Numerous Chapter 1076 members attended and it was the best attended State meeting by a local chapter. Dan thanked the VFW for the Friday fish fry. State Secretary Joanie Giancola quit. Dan asked for volunteers for the Secretary position for the State of Nevada VVA. No eligible volunteers. State woes – They still needs money.
Agent Orange: Fred and Andrew are looking for a date and location for the Agent Orange meeting. Sometime in the spring. Open to public.
Next meeting in Tonopah 19-20 in June. Pre-convention meeting in Reno. National Convention in Springfield, Ill, in July.
Elections: Dan’s State Delegate position will be vacant next year.
9. Old Business
A. E-Mail Protocol (John)
No emails are to be sent to the entire Chapter without being approved by the President. If approved he will send it to the Secretary for dissemination. If he can’t make a decision, it will be brought before the Board.
John Scaduto made a request for name and contact information of spouses in case of an emergency situation.
B. Christmas wreaths at Veteran’s Cemetery. (Tom Walls)
Tom Walls – Veteran’s Cemetery at Boulder City participates in this program. They can be used as fundraisers or as a memorial item. As a fundraiser cost is $15 each; Chapter will keep $5. Otherwise, for every 2 wreathes you sell they will provide 3 wreaths to the cemetery. Carson City started by taking one section of the cemetery and covering every grave in that section. Then they expanded the area they cover in the cemetery. After 7-8 years the do approx. 3,500 wreaths.
We can participate in the ceremony in December. People can specify a grave if they want but must show up w/their receipt and place the wreath on the specific grave themselves. Cemetery itself does not place wreaths on the specific graves.
Tom has registered us on the national website so we have an I.D. number. Need to print up flyers to take with you and make sales. Do not want to go to the expense of printing up flyers if no one is going to sell the wreaths.

C. Veteran’s stand down support.
Cashman Center 18-19 March 2015. Parking in parking lot C. No weapons allowed. Doors open 7:00 a.m. Opening ceremonies at 8:00 a.m. They have organizations that provide the following services to veterans: medical assistance, dental assistance, VA representatives, and housing. They will be distributing clothing, toiletries, and food as well. Volunteers are needed to help the veterans go to the various areas to find the services they need.
They expect to assist 1,000 veterans and 200 family members on these two days. As a volunteer they provide you with a t-shirt indicating you are a volunteer. You are required to wear that t-shirt to make sure people who are looking for help know you are a volunteer.
If you want to register at any time, go to www.usvetsinc.org/lasvegas. Registration is not required; you can walk-in and volunteer. They have a place where you can donate food or clothes. See Dave Hugus for that information.
They are expecting a larger crowd than last year and are expecting 200 less volunteers this year than last year.
If you stay the entire day, they will provide you with a lunch voucher.
D. Buffet dinner at Green Valley, Sunday, 29 March 2015, 7:00 p.m. Reserved for up to 50 people. Price PER PERSON is $25.00. Tax and gratuity included.
E. Henderson Heritage Parade & Festival, April 18, 2014.
Per Bob Lough -- City of Henderson will advise us and send us an application form at the end of the Sons of Erin St. Patrick’s Day parade. He will get with Eugene when he gets that information.
10. New Business:
A. Supplies for March fundraisers. -- Robert Lough and Dave Hugus in charge of fundraiser at Smith’s at Valle Verde and 215. Neil Johnson and Lance Ryness in charge of fundraiser at Smith’s at Green Valley and 215. Tables and chairs in VFW building. Need to get everything on Thursday after 2:00 p.m.
B. 50th Vietnam Veteran’s Commemoration, Fort Irwin, April 18, 2015. --
Day trip to Fort Irwin. Person-In-Charge is Richard Walker. Need vehicles/drivers to carpool. All members invited to attend.
C. Board of Director’s meetings open to membership. -- Board of Director’s meetings are the first Thursday of each month at 4:30 pm. Members who want to attend are welcome to come. Come and sit in on the meetings, watch what we do, make suggestions, etc. It is open to all the members.
D. Local politicians making presentations at meetings. -- Asked if a politician could come here to make a statement or talk about candidacy. The Board of Director’s didn’t feel it was a good idea. Intent is for Chapter to stay politically neutral.
E. Disposition of personal donations made to the Chapter Activities Fund -- On table is a Chapter Activities Fund donation box. Funds from that box will be for activities such as Christmas parties, picnics, etc. If you want to make a donation it would be appreciated. That money will be taken managed by Don Sacco.
F. Other new business.
MG-Sgt Gordie thanked the Chapter and informed us he is relocating to Idaho at the end of the month. He requested Chapter information continue to be forwarded to him.
Don Sacco to go to Chapter 17 to get two medals to give to the Junior ROTC. They are $12 each.
11. Open Forum
Jack Spivey, Volunteer for VSO for Chapter 1076: Looking for vets for the Aid and Attendance program. It gives a married couple $2085.00; a single vet $1758.00 and a widow $1129. Monthly income needs to be no more than $5,000 a month to qualify. He advocated vets apply for disability with the VA. Jack handed out honor flight cards.
Donna Lee: Discussed new DMV License/I.D. Bring in DD 214 and 2 forms of I.D. and your new driver’s license or State I.D. will have the word Veteran on it to distinguish you as a veteran. New I.D’s/licenses will be required by next year. If you don’t get the new license/I.D. you will not be able to get on airplane or enter a Federal building.
